Growing our Own: Cultivating Health Career Pathways in Santa Cruz County
In partnership with the Santa Cruz County Workforce Development Board, HIP hosted its 2022 Annual Community Forum, Growing our Own: Cultivating Health Career Pathways in Santa Cruz County on Wednesday, September 14th in Aptos, CA.
HIP’s Annual Community Forum united and engaged the greater Santa Cruz County community in meaningful conversation around strategies for improving the healthcare workforce. This year’s forum aimed to re-energize community partnerships and engagement in HIP’s recently launched Santa Cruz County Health Workforce Council to increase opportunities for Santa Cruz County residents to advance in health professions and align and expand education and training through pipeline programs, work-based learning, and continued professional development for incumbent workers.

Formerly Executive Vice Chancellor of the California Community Colleges, Ton-Quinlivan has been quoted as an expert on higher education in the New York Times, Chronicle of Higher Education, Insider Higher Education, Stanford Social Innovation Review, U.S. News & World Report and other publications. She is a frequent speaker including events hosted by the National Governors Association, Brookings Institute, Aspen Institute, Stanford’s Hoover Institution, RAND Corporation, and numerous other forums.
Currently, Ton-Quinlivan is the CEO of Futuro Health, whose nonprofit mission is to improve the health and wealth of communities by growing the largest network of allied healthcare workers in the nation. She is an appointee of Governor Newsom to the Health Workforce Education and Training Council responsible for coordinating California’s health workforce education and training to meet the state’s needs.
Ton-Quinlivan serves on the boards of the National Skills Coalition, National Student Clearinghouse, and Silicon Valley Community Foundation. In addition, she is an advisor to the Achieve Partners venture fund, Putting America Back to Work, and is a member of the Apprenticeships for America Advisory Council. Ton-Quinlivan is a podcast host and author of best-seller book, WorkforceRx: Inclusive and Agile Strategies for Employers, Educators and Workers during Unsettled Times. She resides with her husband and two children in California.
In addition to Ton-Quinlivan, a recorded presentation from Abby Snay, Deputy Secretary of the Future of Work with California Labor and Workforce Development Agency on state funding for the health workforce was shared, and engaging presentations from Josh Williams, President at BW Research Partnership, Inc., on the 2022 Santa Cruz County State of the Workforce Report, which included a deeper dive into health workforce data across the county, and Laura Marcus, CEO of Dientes Dental Community Care, on their successful workforce investment programs which includes, but not limited to, scholarships, on-the-job training and residency programs, partnerships with local training institutions, and a commitment to hiring diverse staff, rounded out the session.

Before joining the Labor Agency, Snay served as CEO of Jewish Vocational Service in San Francisco for over 35 years, building that organization from a $300,000 budget to over $13 million. Under her leadership, JVS built training and employment programs to help workers with barriers to employment build competitive skills and get jobs with family sustaining wages. JVS programs in health care, water utilities, financial services and youth employment have received national recognition for their innovation and impact. Snay also serves on the Board of Directors of the National Skills Coalition.

Josh's work at BW Research is focused on understanding and measuring how the world of work is changing and what it means for households, students, workers, and businesses. He has had numerous public speaking engagements communicating insights on recent research findings and their impact on employment, education, and the economy. His recent work has examined how employment and economic development could change as regional and statewide economies transition from the status quo to a low carbon future, how regions have been impacted by the COVID-19 pandemic and their best opportunities for recovery and rebuilding, and how educational and employment pathways are evolving as our communities respond to automation, artificial intelligence, and the emerging technologies of our generation.
At BW Research, Josh often combines secondary data modeling with his expertise in primary research and survey design. He received his B.A. from George Washington University in International Economics, and his M. A. from California State University, Long Beach in Economics. When he is not actively involved in research, coaching rugby, or spending time with his family, he tries to spend more time in the ocean or the mountains.

A graduate of Leadership Santa Cruz County, she earned a bachelor’s degree from San Jose State University (a first generation college graduate) and is a fellow of Stanford University’s Graduate School of Business, Leadership Institute for Nonprofit Executives. She completed her Master’s in Public Health from University of California, Berkeley in 2018. Laura currently serves on the board of the Health Improvement Partnership and the Santa Cruz County Chamber. She is a 2013 graduate of Focus Agriculture and a 2015 recipient of the Community Assessment Project Community Hero Award.
